Conversation
Renamed the project, resolved some dependencies which were only held at IA. This did involve updating the code very slightly, as one of the dependant classes had moved package.
IA-to-IIPC bootstrapping and basic configuration.
Added necessary info to POM.
Conflicts: src/main/resources/effective_tld_names.dat
Syncing up code moves from IA
Bumped version number due to added functionality.
Conflicts: README.md pom.xml
